The MoHFW has launched the HMIS portal at the URL This web portal is being designed as the gateway for all public health data for the MoHFW which will contain data such from surveys, census, RHS and the HMIS data. The Ministry would be using advanced statistical analysis on the HMIS data and survey results to improve the validity and quality of information. In order to implement this activity, MoHFW has decided to hire one Health Informatics consultant for the Statistics Division.

The consultant will work under the direct supervision of the Director/Joint Director, Statistics Division. The consultant will closely interact with the various Programme Divisions, State Governments and the existing HMIS team for designing data models for advanced analytical reports to improve the quality of data and reports. The Consultant would be integrally involved with the Change Management Process covering the analytical aspects of the software development cycle and monitoring protocols.


The consultant will report to and work with Statistics Division, MoHFW on a day to day basis, but the contract will be issued by Futures Group International on behalf of USAID and the consultants will be governed by the terms and conditions of the contract.


To assist the Statistics Division with the following tasks:

Preparation of reports/fact sheets based on Monthly, Quarterly and Annual Data of the HMIS formats captured at State/District/Sub-District levels
Preparation and dissemination of guidelines for all aspects of Monitoring and Evaluation in the State, districts and Sub district levels
Coordination/liaison with the M&E cell in the state/district and the nodal officers responsible for HMIS in the state/district
Develop and implement a system for quality assessment and management processes so that the relevant information could be captured from the primary level on a regular basis
Design the output formats in consultation with Program Divisions of the Ministry and stakeholders so as to facilitate effective monitoring systems at the central, state, district, sub-district and community levels
Coordinate with the Program Divisions in the MoHFW and in the states for
implementation of HMIS and various surveys such as NFHS, DLHS, AHS etc.
Design logic for implementing quality checks and improvements on the HMIS data base
Prepare training modules and strategies for conducting training, and conducting training programs for State and District Users
Undertake field visits whenever required
Any other work assigned by the Division

Educational qualifications:

Post-graduate (M.Tech/MCA/MSc/MA/MBA) in Statistics, Mathematics, Management, Computer Science/Applications or Demography

Proficiency in computers/programming/DBMS as evidenced by a Diploma/ Certificate course of more than one year from a reputed institute, preferably accredited by DOEACC

Experience and Attributes:

8-10 years work experience in Health Informatics activities with a state/central government/PSU/Autonomous body, NGO, etc.
Excellent oral and written communication skills
Experience in usage of statistical packages such as SPSS, SAS etc is preferred
Experience of working in any National Level MIS is preferable.
Track record of working within government systems, and preferably in the health/social sector
Experience in data warehousing and data mining technologies is desirable
Experience in socio-economic and demographic surveys is desirable.


The salary range would be Rs. 50,000- Rs. 85,000 per month consolidated.
