Background:

NRHM envisages upgrading all the existing health facilities as per the Indian Public Health Standards (IPHS). As a first step in upgrading the health center, a Facility Survey is to be conducted in all the states and on the basis of the findings of the survey a uniform Monitoring Report will be prepared for each center highlighting the gaps vis--vis IPHS requirements. The data capture, reporting and analysis of the Infrastructure and other related data will be done through the dedicated HMIS portal which is already operational at the URL http://nrhm-mis.nic.in. In order to implement this activity, MoHFW has decided to hire two consultants for the Statistics Division as follows:

a) MIS Manager (1 position)
b) Data Processing Assistant (1 position) - Leave Vacancy


These consultants will work under the direct supervision of the Director/Joint Director, Statistics Division. These consultants will be involved in the maintenance of the HMIS portal and the application and will closely interact with the existing HMIS team. They would also be required to interact with the various Programme Divisions and State Governments in incorporating changes in the input forms and in generating analytical reports based on the requirements. They would be integrally involved with the Change Management Process covering all aspects of the software development cycle including designing monitoring protocols.

Organization:

The consultant will report to and work with Statistics Division, MoHFW on a day to day basis, but the contract will be issued by Futures Group International on behalf of USAID and the consultants will be governed by the terms and conditions of the contract.


Tasks:

System analysis of the data needs and input formats for NRHM including IPHS
Designing of the output reports based on the pre-defined formats as well as customised reports
Working with the technical partners for the design and development of the modules related to Infrastructure
Testing and debugging of the modules related to Infrastructure
Analysis of reports/data and generation of reports
Regular interaction and coordination with state governments relating to progress of various activities of NRHM including visits to States and UTs
Monitor and supervise all incoming communications/correspondence and process them expeditiously
Support to Statistics Division in all its activities
Prepare training course material on the use of MIS
Provide training to State/Districts officers on the use of the MIS
For IPHS facility survey, the MIS Manager would be involved in developing and maintaining monitoring protocols to appraise IPHS facility survey reports and supervise data processing services
Assist in preparation of data warehouse for HMIS

Educational qualifications:

MCA/BSc (IT)/PG Diploma in computer applications
Knowledge of MS Visual Studio 2005 and above
Knowledge of MS SQL 2005 and above
Knowledge of MS Access, PowerPoint, Excel (particularly developing macros and pivot tables etc.)

Experience and Attributes:

5-6 years work experience as MIS Manager in a government organization or with a reputed commercial undertaking, preferably in health sector
Experience of working in a National Level MIS system preferred
Good data analysis and interpretation skills
Good oral, written and presentation/ communication skills
Result oriented.


Compensation:

The salary range would be Rs. 50,000- Rs. 85,000 per month consolidated.
