Medecins Sans Frontieres (MSF), also known as Doctors Without Borders, is a private international, medical, humanitarian organisation present in India since the 1980s .
The programs of MSF mainly focus on providing an emergency medical assistance during natural and man-made disasters. MSF also intervenes in chronic public health problems like kala azar, malaria, TB and HIV.
MSF has achieved excellent international recognition, including winning the Nobel Peace Prize and the Indira Gandhi Peace Prize, working all over the world.

MSF OCBA, the Spanish branch of the organisation with its headquarters in Barcelona, has been present in India since 2007 and working in Bihar State since early 2007.

At the moment the MSF OCBA is carrying on the following activities:
a.. In 2007 MSF OCBA started a comprehensive treatment program for
visceral leishmaniasis in 9 highly endemic districts in Bihar State, collaborating with the State MOH, the RMRI and national agencies.
b.. In January 2009 MSF OCBA began a two year nutritional project to diagnose and treat of complicated and severe acute malnutrition in children aged under 5 in Darbhanga District.
c.. In March 2009 MSF OCBA started up a technical support intervention in Tripura State, after the meningitis outbreak

At the same time MSF OCBA has intervened in the following emergencies:
- In 2004, during the flood in Khagharia, providing health assistance and Non Food Item distributions for the population affected by the disaster.
- In August 2007, in Darbhanga District,Bihar State.
- In 2008 assisting the population of Araria District, after the severe flooding in August.

MSF OCBA is also planning to open up a 3 year project in Jharkhand State, Dumka and Sahibganj districts, later in 2009.

The MSF OCBA office in Delhi provides support and co-ordination for these activities. The team in Dehli is made up of international volunteers from several different countries and Indian staff.

MSF is now looking for 2 Health Educator Manager to work on the 2 Projects in Bihar. This job provides
an excellent opportunity to work in an international working environment and with people from all different backgrounds.

JOB LOCATION: Based in Hajipur, Vaishali District of Bihar State, though the work and the projects extend to other Districts within Bihar. S/he will be therefore travelling and staying in the project locations. In the event of an emergency, s/he will be required to work in other States within India and/or the region.

• Hierarchically accountable to the Medical Coordinator
• Functionally accountable to the IEC expert and Project Coordinator
• Responsible for and the management of a team of Health Educators


• To reduce the morbidity and mortality of Kala Azar patients through early case detection, referral, awareness raising, health education, community mobilisation and follow-up.
• Sound management, training and organisation of the Health Educator team in order to ensure the Health Education work in the RMRI in Patna, in the SDAR Hospital of Hajipur, in other District SADR Hospitals, in Primary Health Care Centres (PHC´s), in Kala Azar treatment camps, in the communities during surveys, assessments, festivals, community gatherings or emergency interventions is carried out effectively.
• To be able and willing to implement emergency medical care when and where required.


As a key member of the project management team and as responsible for the management of the Health Education team, the responsibilities will include:
• Represent MSF externally and to protect and improve the quality of its work, the associative spirit and its reputation.
• Participate in meetings and planning activities.
• Travel and spend any number of days and nights in the districts of Bihar State where MSF has work or commitments.
• Organizing the planning of activities for Health Educators and ensure their work is effectively.
• Develop IEC material and elaborate the messages and the working plan to conduct health education sessions in the community and in the Kala Azar wards.
• Ensure basic training to health workers in how to transmit messages to the patients.
• Create and maintain contacts with community leaders, health staff and local organizations to conduct health education at community level.
• Identify sectors most affected by the disease and be able to approach these people.
• Pass other health education messages to communities according to needs.
• Regularly monitor the impact of health education activities in the communities and elaborate activity reports.
• Ensure active follow-up of patients in the communities 6 months after treatment according to guidelines.
• Act as a translator to the expat team when needed.
• Coordinate and supervise reinforcement activities for national staff inside and outside of Hajipur Sadar Hospital.
• Prepare monthly reports about the activities and goals achieved.
• Prepare and implement chronograms with the activities to develop in the different areas
• Contribute to capacity building of the District health staff.
• Assist in the assessment of humanitarian needs and emergency interventions arising in the region and if needed, showing flexibility, adaptability and commitment.

• Proven Management experience.
• Proven experience of organising campaigns, and outreach activities.
• Proven experience in working in a rural setting, preferably in Bihar State.
• Proven experience in advising and implementing adult education programs
• Experience in Kala Azar and/or with other NGO´s an advantage.
• Excellent communication skills, network skills, team building skills. Enthusiasm.
• Willingness to work with disadvantaged people and do outreach work on a daily bases.
• Enthusiastic person.
• Commitment to the aims and values of MSF, and ability to understand and incorporate to the organizational structure and culture
• Good command of the Hindi and English languages oral and written.
• Medium management level of PC tools: Word, Excel and data bases.
