Job Description – Programme Officer
South Asia Regional Programme– (New Delhi)

Organization Description:
PWESCR is a new international initiative in the area of gender and economic, social and cultural rights. PWESCR works to promote women’s human rights, especially in the context of economic, social and cultural rights by bringing a gender framework to policy, law and practice at local, national, regional and international levels through ever-evolving strategies and activities in both conceptual and practical realms. PWESCR, in its initial phase has a South Asia regional focus. However, as it gets support from other regions, it will expand to other regions. PWESCR is based in New Delhi, India. The programme works to strengthen links between local and global initiatives— focusing on international advocacy with an emphasis on South Asian regional implementation and monitoring. PWESCR is organized around two broad goals:
• To build leadership and capacity of South Asian groups, organizations, activists and other actors in the field of human rights and economic justice to promote women’s ESCR;
• To establish links and foster collaborations in order to enhance learning, as well as develop shared strategies to advocate problem-solving alternatives at all levels in the context of gender.

Position Description (Location: South Asia, India, New Delhi)
The Programme Officer will work closely with the Executive Director on all aspects of PWESCR’s work on South Asia Regional Programme. Advance, implement and monitor PWESCR’s programme in South Asia. Cultivate relationships with local and regional activists, scholars and other stakeholders, and maintain substantial knowledge of issues, policies, contacts, and social movements and networks within the region. Build relationships with organizations out side India. Develop strategic alliance with groups working in the region. Along with PWESCR’s partners develop collective South Asia Women’s ESCR agenda.

• Work with the ED and PWESCR Board to develop, South Asia programme, including India programme.
• Assess opportunities and develop strategic partnerships with groups and individuals to advance women’s economic, social and cultural rights through policy dialogue, public education, advocacy, documentation, action research, or sharing best practices. Be a resource for women's rights field in the region. Provide technical assistance; engage, manage, and liaise with consultants; and foster training, or professional exchange opportunities.
• Assist in all aspects of People’s Collective for ESCR in India. Work closely with the key players in coordinating this collective process to monitor women’s ESCR in India.
• Assist in all aspects of advocacy efforts around women’s right to livelihood. This would include research, and writing.
• Conduct research on various issues that PWESCR works on and write reports, proposals and regular communications, including periodic narrative reports on program components, overall progress or specific directions.
• Assist in fundraising efforts by identifying grant resources and develop project proposals, especially for PWESCRs South Asia and India program.
• Provide support to the advisory board.
• Supervise administrative staff and interns.
• Represent PWESCR in international, regional and national events.
• Other duties as assigned.

• Demonstrated commitment to women’s rights.
• Advance degree in international relations, social sciences; economics, law, human rights or women's studies.
• Minimum five years experience in human rights, socio-economic justice and/or women's rights work at the national, regional or international level.
• Demonstrated experience in programme implementation.
• Excellent research analytic and writing skills. (in English).
• Comfortable in conducting training and workshops.
• Excellent interpersonal skills with an ability to network and liaise in a diverse environment.
• Ability to work autonomously, take initiative, manage multiple and competing priorities, and handle detail. Work to optimize teamwork, learning and efficiency. Very organized and efficient.
• Must be able to travel including overseas as required.

• Five to seven years work experience.
• Experience working on gender issues including women’s human rights and/or women’s economic and social justice issues.
• Knowledge of South Asian languages.
• Skills in lobbying and advocacy.
• Demonstrate writing skills

Remuneration depending on experience and on NGO salaries in India.
