 Pratham’s Council for Vulnerable Children (PCVC) entered Uttar Pradesh in December 2006 on the invitation of the State Department of Labour. Its mandate being to assist in the tracking, rescue, repatriation and rehabilitation of trafficked or vulnerable children, PCVC interacts regularly with the Labour Department personnel, the Children’s Welfare Committee, the state Department of Education, members of the state legislature, the district administration, local voluntary organisations and members of civil society.

PCVC reaches out to children at risk, such as child labourers and street children. It runs drop-in centres and educational programs as well as residential camps for those children who have been recently rescued from bonded labour conditions. The majority of such children in servitude rescued from the major urban centres across India were migrants from states such as UP, Bihar, Rajasthan and West Bengal.

Thus Pratham began its Outreach programme in these source states in order to prevent the outflow of children from these source states into metro cities and to sustain the rescued and repatriated children in the source states. The outreach programme is operational in seven major states in India. So far, some 24631 children (75% of them boys) have been covered through PCVC interventions in India.

The objectives of the programme can be summarized as:

1.Ensure basic literacy for child labourers and other nowhere children.

2.Reach Out to children in vulnerable conditions

3.Alleviate their vulnerable condition (viz., contact them, provide opportunities for relief through recreation and health initiatives or pull them out of that situation through raids, rescue, repatriation & rehabilitation)

4.Bring them into Education net and Mainstream them into schools
Sustain them in schools

5.Improve their levels of Learning

6.Prevent children from coming into vulnerable and abusive conditions

7.Create Scalable City and Rural Models across uttar Pardesh
