To provide strategic direction and support to Area Development Programmes in enhancing the quality of programme implementation as per the Project Design and strengthening the monitoring and evaluation components in the project cycle.

Program Design and Quality Management

• Provide periodic feedback on the impact status of the programs in respect to their design, strategy and the targets to make the necessary programming and management decisions.
• Ensure LEAP compliance.

Monitoring and Evaluation

• Facilitate systematic project monitoring that keeps ministry consistent with the WV’s Mission.
• Facilitate periodic review and revision of the Project Design documents based on the recommendations emerging from evaluations.
• Participate in evaluations at the end of (periodic 3-5 year cycles, study, implementation and withdrawal phases) programs and generate quality reports from the learning’s to assist future program planning.


• Coordinate appropriate capacity building initiatives in program monitoring and evaluations and transformational development measurement for ADP staff and community members in association with NDME.
• Coordinate with the National DME Team in capacity building of the staff in the areas of MIS, TDI and KPI.


• Coordinate with ADP teams in the design of new program proposals to access additional funds for non-sponsorship programs, new impact areas including Food Security, Health Initiatives, MED, Child Survival and CEDC that gets added on to the ADP, in consultation with the concerned departments. .

Maintenance of Ministry Standards

• Coordinate the operations audit work and oversee the compliance of related standards.
• Monitor CR issues.
• Review on outsourcing sub-contracts.
• Make regular visit to the ADP’s and provide necessary feedback on program implementation and necessary technical support on design and monitoring processes.
• Compile and disseminate best practices of various ADPs for relevant and appropriate replication.



• University degree. A Diploma in social work or community development or related field is preferred.

• At least 5 years experience in development work and at least two years in project monitoring and evaluation.

Provide financial and administrative services for Area Development Programmes under the PMO jurisdiction and ensure that internal and external financial and administrative reporting requirements are met in accordance with World Vision Partnership procedures and standards and facilitate capacity building for the said purpose.

Compliance to Standards
• Ensure compliance and facilitate the policies and procedures stated in the Field Financial Manual met at the ADPs to enhance the financial accountability and internal controls.

• To coordinate with external auditors and meet the statutory requirements such as Project external audits and FC requirements and coordinate the follow-up of internal audit queries and take prompt remedial action to comply with the audit recommendations.

Supervisory Functions
• Develop systems of internal control of funds and assets and supervise the maintenance of accounting systems and data and presentation of financial data for both internal managerial and external reporting purposes.

• Make regular visits to ADPs and provide necessary technical support to the accountants/ finance officers.

• Facilitate the process of annual budget preparation in ADPs and consolidate all the project budgets into the National office budget according to prescribed format and standards.

• Provide management advice and assistance to the PMO Director in the preparation of the annual PMO budget


• Supervise the maintenance of accounting systems and data, and the presentation of financial data for both internal managerial purposes and external reporting requirements.

• Review the MFR of the ADPs and give feedback to the ADPs and the PMO Director.

• Minimum a Bachelor's degree in Commerce. Post Graduation in Commerce or MBA Finance is preferred.
• Minimum 5 years of experience in independently handling Finance and accounts preferably within World Vision and leading a small team of finance staff. Must have adequate knowledge of income tax especially TDS on Salaries/Contracts and Professional Tax, and government laws on FCRA, FEMA etc.

• Must have sound knowledge of World Vision’s Field Financial Manual, ADP Administration Manual.

Provide support to ADPs under a PMO to ensure CRS Key Performance Indicators are met, build capacity of the CRS staff in the ADPs on CRS systems and management tools so as to facilitate high quality of customer relation services at the community level.

Liaise with Support Entities and ADPs to design & develop appropriate and effective communication materials that would enhance the relationship between children and their sponsors.

Monitor and ensure timely flow of child information from ADPs to SO’s and SO’s to ADPs

1. Key Performance Indicators

• Support the ADP teams to ensure partnership standards on Key Performance Indicators like IL’s, RL’s, APR’s, Christmas Cards, CIP standards, Child Death reports, Gift Notifications, Project Closure & farewell letters

• Analyze the KPI reports from the ADPs and provide support to the ADPs for taking appropriate action to meet KPI. Provide feedback to the National CRS Coordinator on activities and suggestions to improve performance of ADPs.

2. Linkages with the Partnership and ADPs

• Support ADPs to ensure accurate and appropriate information to different Support Entities from ADPs within the standard turn around time

• Support and monitor the ADPs efforts in co-ordinating New Growth, Replacement plan, Project closures, Child Count process and Physical Verification process of children

• Coordinate Sponsor visits with the concerned Support entities and ADPs.

• Coordinate the ADPs, Annual Newsletter preparation ensuring that feedback from different stakeholders are incorporated and that the drafts are approved and printed on time.

3. Sponsorship Diskette

Ensure timely Sponsor Information and Child Status Messages flow from the Support Offices to the assigned ADPs. Ensure timely and correct child and project information flow from the ADPs to the Support Offices

4. Evaluations and Follow-up:

Evolve a plan in consultation with the PMO Director, PMO HR & National CRS Coordinator for evaluation of the impact of training on ADP CRS staff and their performance at work.

Advice the PMO Director in consultation with the PMO HR and National CRS coordinator on competency levels, skill gaps in CRS staff in the ADPs.

Contribute to corrective measures to be undertaken for effective performance of CRS staff in the ADPs.


The CRS Manager will have a significant working relationship with the National CRS Coordinator, the National CRS team, ADP CRS staff, PMO Director, PMO HR, ADP Managers, quality assurance staff, and her/his counterparts in the Partnership.

Provide logistical and administrative support to PMO on a day-to-day basis as per the requirements.


1. Assist in filing of documents, maintenance of records/registers like telephone, fax, correspondence received and dispatched.
2. Ensure the renewal the insurance of vehicles and maintain records..
3. Issue stationery items to staff, maintain registers & inventory as per the World Vision procedures and arrange to order as and when required.
4. Supervise housekeeping /hospitality and security functions of the office.
5. Check monthly issue of newspapers and magazines and look into prompt payment.
6. Open and close the office as per the stipulated timings.
7. Arrange the chapel and Meeting room prior to the commencement of the chapel service and meetings.
8. Deposit all relevant cheques to telephone and electricity departments.
